They are also available in the internal section. 9 Januar 2016: On 11 December EASA has officially adopted by the ED Decision 2015/236 the 5-year Rulemaking Programme for 2016-2020 which lists the tasks to be completed in 2016, and the advance planning for 2017-2020. The invitation can be downloaded here 5 March 2015: A Briefing on the German Air Space under SERA written by Günter Bertram is available here. 20 March 2015: EASA has published Regulation EU 2015/445 about Flight Crew Licensing and Training Organisations This regulation officially confirms the possibility for the Member States to extend the transition period up to 8.4.2018 for gliding. 17 March 2015: EASA has published its Opinion 01-2015 on the European Commission policy initiative on aviation safety and a possible revision of Regulation (EC) No 216/2008. EASA is in favour of resolving the inconsistency between the Maximum Take-Off Mass (MTOM) of powered aircraft and gliders included in Annex II. European Rules for Air Operations. Commission
Regulation (EU) No 965/2012, which create harmonised
requirements at the European level for commercial air
transport operations of aeroplanes and helicopters. EASA has
also published today the associated Acceptable Means of
Compliance and Guidance Material, available as Decisions on
the Agency website. 4 October 2012: The revised editions of Part-M and Part-145 have been published and can be purchased online from the EU Bookshop on the Technical Publications webpage. These updated versions include Amending Regulation 593/2012 as well as the latest Decisions. This means that the Parliament will soon adopt them formally as they are now. 28 August 2011: On Friday February 24th the EGU shall organise a workshop on marketing gliding, recruiting and keeping members and associated topics in Amsterdam at the same venue as the Congress which will take place on the adjacent week end (information to follow). EASA intends to prohibit their use. At first sight there should be nothing really affecting us.The deadline for sending comments is 30 May 2009. 18 January 2009 : Today, EASA released NPA 2009-01 about the Operational Suitability Certificate (OSC) which they wants to create for the purpose of demonstrating that an aircraft is suitable for its operational mission. We will have to comment this NPA because for light aircraft the type certificate should be sufficient to demonstrate this suitability. 14 December 2008 : The NPA on licensing is a heavy document and it is sometimes difficult to find the rules concerning gliding. Attached is a shorter version which contains only the parts related to our sport. 14 December 2008 : EASA published yesterday the AMCs for Part M. This was the missing link which was needed for implementing the latest version of Part M (and making it acceptable !). The Directive will come into force 19. January 2007.The rules and criteria for mass of the car and trailer stayed as agreed after the EAS and EGU inputs. 27 December 2006: Another good piece of news: EASA issued the Acceptable Means of Compliance (AMCs) for the installation of non certified equipment in a glider. Read the AMC for Part 21, the AMC for Part M and the explanations from our Technical Officer Jannes Neumann. Thanks to him and to all those who contributed to this achievement. 20 December 2006: EC Regulation 1794/2006 laying down a common charging scheme for air navigation services was issued. According to article 9 of this regulation all flights in all member states with aircraft below a MTOM of 2000 kg are exempted of any enroute charges. The good news is that with the usual category B licence we will still be able to tow trailer/car combinations with a total mass up to 3500 Kg. Nobody deserves this distinction more than Fransois, who was the first EGU President for many years and who is still our very active TO Airspace. Congratulations Fransois! 5 March 2006 : Lithuania became the 19th member of EGU. Welcome to our Lithuanian friends! 3 March 2006 : The first meeting of the MDM 032 working group (See the news from 24 February) ) will take place on 16 March in Cologne. 27 February 2006 : A comprehensive presentation on the status of the harmonisation of the European regulation in gliding, made by our President at the EGU Congress, can be downloaded here. 27 February 2006 : The EGU Congress was held during the past week end in Copenhagen. 17 out of 18 members were represented at this fruitful meeting. The Terms of Reference of this very important Multi Disciplinary Measure MDM 032 can be found here: 22 February 2006 : EASA issued NPA 20/2005 which deals with a change to the AMC and GM (guideline material) of Part 21 and Part M to allow the installation of non-certified instruments (variometers, GPS, final glide computers etc) in gliders and powered gliders as "Standard Parts", i.e without an accompanying EASA Form 1. The document can be downloaded here 18 February 2006 : Our President was invited to give a presentation at the Annual Meeting of the European Hanggliding and Paragliding Union (EHPU) in Thalwill (Switzerland) 10 February 2006: Poland joined EGU. Welcome to our Polish gliding friends! 30 January 2006: The Working Group Licensing and Medical met during the past week end in Hanover and worked out a proposal for the implementing rules to be submitted to the next EGU Congress 20 January 2006: Nominated by EAS Jannes Neumann, our TO Maintenance and Airworthiness, was appointed by EASA to join the EASA Task Group 21.023. The presentation is available here. 18 November 2005: At the annual EASA Industry Meeting held in Cologne, the EASA representatives confirmed that they will setup a workgroup in charge of reviewing all rulemaking concerning recreational and sport aviation (not only Part M but also licensing and operations). 15 November 2005: The European Commission published their communication COM 579 about the modification of the basic regulation 1592 extending the authority of EASA to Operations and Licensing. The Commission accepts the EASA proposal to create a recreational PPL and to give the possibility to delegate licensing matters to an assessment body which could be a Federation. The proposal to allow the assessment of medical fitness for recreational pilots by a general practitioner is also accepted. The full document can be downloaded here. 4/5 November 2005: An important workshop on Part M, jointly organized by Europe Airsports and EASA, was held in Cologne. During this meeting, all air sports complained about the complexity of the Part M and the increase in paperwork and costs which will result from its implementation. The EASA representatives promised to set up a working group in charge of reviewing Part M for recreational aviation. A comprehensive report about this meeting is available in the internal section. 2. November 2005: The EGU Airspace Working Group worked out an airspace survey paper describing the present situation about airspace in Europe. 8. June 2005: EASA issued NPA 07/2005 Part M amendment following Regulatory Impact Assessment. Europe Air Sports has set up a special task group in charge of answering this NPA . This group will be chaired by Jannes Neumann, EGU Technical Officer Maintenance. 23. June 2005: The EGU board met today in Frankfurt. The Minutes of this meeting will be available soon. 20. June 2005: Europe Air Sports asked the European Commision DGTREN and EASA to amend the Annex II of Regulation 1592/2002 (List of aircraft exempted from EASA Rules). This proposal includes the EGU proposal on light sailplanes and powered sailplanes. The EAS proposal is available in the internal section. 5. June 2005: EGU worked out a position paper on light sailplanes and powered sailplanes with Maximum Take Off Mass of 300 kg (single seater) and 450 kg (two seater). EGU proposes to exclude them from EAS regulation and to keep them under national regulation. 23. May 2005: Most members of the EGU Bureau and some Delegates met in Saint Auban last week for an EGU Seminar (see the picture ). They worked hard every morning on regulatory issues (Part M, Definition of UL gliders, Airspace) and flew every afternoon. April 2005: The Minutes of the Vienna Congress can be downloaded in the internal section. 9. April 2005: EUROCONTROL announced officially yesterday that they will not harmonize FL "Z". They confirmed that it will be up to each State to decide. Congratulations for this achievment to our Airspace Technical Committee and to all those who have worked hard. 31 March 2005: The EC Regulation on EASA fees and charges was published in the official journal of the EU dated 30th March 2005. The text is accessible in all EU languages at the following web site address 7 March 2005: The EGU Technical Commission on Airspace prepared an answer to the Eurocontrol ENPRM/05-001 consultation about the new structure of the European Airspace (Single Sky Project). This answer will be sent via Europe Air Sports and is available here 6 March 2005: Rudi Schuegraf, Europe Air Sports Delegate at the EASA Safety Standard Consultation Committee, sent a report on their last SSCC meeting. Thanks to the Austrian Aero Club for their hospitality. 23 February 2005: The European Parliament voted on the Grosh Report about the new European Driver Licence. This new licence will allow towing a trailer, provided that the maximum authorised mass of the vehicle combination does not exceed 3,500 kg. If the driver follows a short training course, he will even be allowed to tow a trailer with a maximum authorised mass of the vehicle combination up to 4250 kg. 26 January 2005: EGU sent its answer to the RIA questionnaire on Part M to Air Eurosafe as well as a cover letter and a description on how the maintenance of sailplanes and powered sailplanes is done in most member countries. 13 January 2005: Our President, together with Rudi Schuegraf and Michael Paul, both from EAS, met M.Frederic Knecht, leader of the RIA Part M Project team of Air Eurosafe, and M.Derek Done, the economical expert from Air EuroSafe, to express our concerns about the application of Part M to sporting aviation. 9 Jan.2005: The experts of the EGU Task Group on sailplane maintenance met in Frankfurt for a two days workshop. They worked out the EGU answer to the Regulatory Impact Assessment (RIA) about Part M as well as a common EGU view on maintenance. These documents will be submitted to the approval of the members as soon as they will be finalised. 31 Dec.2004: The minutes of the latest meeting of the EGU Executive Board held on 30 Nov 04 are available in the internal section. 17 Dec.2004: EASA submitted its Opinion on Air Operations and Pilot Proficiency to the European Commission and displayed the documentation on their website. Welcome to our Slovenian gliding friends! 10 Dec. 2004 : The EGU set up a task group for answering the EASA Regulatory Impact Assessment (RIA) on Part M (Maintenance). The answer will be finalized at a workshop to be held on 8 and 9 January 2005 in Frankfurt/Main. Welcome to our Czech gliding friends!. 28 Nov. 2004: Europe Airsports signed a contract with Michael Paul as Programme Manager for EAS. Michael is a well known German competition glider pilot and has a strong technical background. He will work in priority on the EAS answer to the EASA Part M Regulatory Impact Assessment (RIA). The EGU will provide financial assistance to EAS for this project. 23 Nov. 2004 : EGU sent a position paper on Airspace to Eurocontrol. 19 Nov. 2004 : EGU transmitted its comments to the CRD 2/2004 about Licensing and Operations to EASA via Europe Air Sports. 18 Nov. 2004 : EGU represented the European Gliding movement at the 3rd EASA Industry Meeting held in Cologne. This was a very positive meeting. Here is a brief Report. More information can be found in the internal section. 8 Nov. 2004 : Following the Mainz Segelfliegertag, EGU received from M. Helmut FENDT a paper explaining the liberal LBA approach on the application of Part 21 to the installation of non certified instruments such as GPS and Variometers in Gliders. This letter is available in the internal section. 6 Nov. 2004 : Our President gave a presentation (in German) about EGU activities at the German Segelfliegertag in Mainz. 18 Oct. 2004 : The minutes of the latest EGU Executive Board meeting are available in the internal section. 28 Sept. 2004 : EASA issued the Comment Response Document about licensing which can be downloaded on the EASA Website. 21 Sept. 2004 : EGU sent a comment to JAR NPA 3-21 because the JAR Medical Committee has decided that the minimum age for an applicant for a JAR license will be 15 Years. This would be a disaster in some countries where young glider pilots are allowed to start learning gliding and fly solo at 14 but must have a JAR medical. The comment has been accepted. 17 Sept. 2004 : EGU sent a comment to the Eurocontrol ENPRM04-005 consultation on the Draft SES Implementing Rule on a Common Charging Scheme for Air Navigation Services. 14 Sept. 2004 : Jannes Neumann (D) will replace Jan Eric Olsson as Technical Officer for Airworthiness and Maintenance. Jannes is an aeronautical engineer, coming from the Akaflieg Karlsruhe. He is working for the German Aero Club on similar technical issues. 30 Aug. 2004: Slovakia decided to join EGU. Welcome to our Slovakian gliding friends! 27 Aug. 2004: We have the sad duty to inform our members that our friend Jan Eric Olsson passed away yesterday.Jan Eric was EGU Technical Officer for many years. He did a lot for the European gliding movement and we all must be grateful to him.
