12 March 2016: The Hungarian Gliding Association has joined the EGU as a full member. We warmly welcome the Hungarian glider pilots as members of our community. Hungary increases the amount of EGU full members to 18.

22 February 2016: During the past week end, the EGU held its Congress in Graz. 29 Delegates from 15 Member Associations were present. Thanks to our Austrian friends for their hospitality. The reports given at the Congress are available in the internal section.

20 Januar 2016: The final Agenda of the 23rd EGU Congress to be held in Graz on 20.2.2016 has been sent with all the associated Reports to the EGU Member associations and Delegates by email. They are also available in the internal section.

9 Januar 2016: On 11 December EASA has officially adopted by the ED Decision 2015/236 the 5-year Rulemaking Programme for 2016-2020 which lists the tasks to be completed in 2016, and the advance planning for 2017-2020. This programme which supersedes earlier published programmes can be downloaded here.

20 December 2015: The next EGU Congress will take place on 20 February 2016 in Graz (Austria). Invitation has been sent out to all EGU Full Members and Affiliated Members. All practical information is available in the internal section.

20 March 2015: EASA has published Regulation EU 2015/445 about Flight Crew Licensing and Training Organisations This regulation officially confirms the possibility for the Member States to extend the transition period up to 8.4.2018 for gliding.

17 March 2015: EASA has published its Opinion 01-2015 on the European Commission policy initiative on aviation safety and a possible revision of Regulation (EC) No 216/2008. EASA is in favour of resolving the inconsistency between the Maximum Take-Off Mass (MTOM) of powered aircraft and gliders included in Annex II. The opinion is available here.

20 July 2014: EASA is willing to review the basic regulation and to make big changes in the regulation of the ATOs. 18 February 2014: The UK CAA has publicised a Template Manual for ATO. It is a welcome guide to what this national authority suggests could be appropriate. The British Gliding Association has used the template in designing its own manual and will soon apply for approval as one large (80+ sites) organisation.

17 February 2014: The French DGAC has issued guidelines for setting up an ATO . This helpful document (written in French) can be downloaded here.

29 January 2014: The EGU Congress 2014 will be held on the 22 and 23 February in Luxembourg. The invitation to the Congress and the associated documents are available in the internal section.

28 November 2012: EASA has issued a Proposed Airworthiness Directive PAD 12-151-1 on Safety belts which can be downloaded here. We may submit our comments until 27 December 2012.

21 November 2012: NPA-2012-19 "Approval requirements for Air-Ground Data Link and ADS-B in support of Interoperability requirements " is now open for consultation on EASA website.

8 November 2012: The CRD of NPA-2011-16 "Qualifications for flying in Instrument Meteorological Conditions" has been published. The document is available here.It seems that we got what we asked for. Thanks are due to Andy Miller for his good work.

2 November 2012: EASA has issued NPA 2012-15 on licensing of certifying staff involved in the maintenance of ELA1 aircraft (including the L1 licence for the maintenance of sailplanes ...). The document is available here. Comments may be sent no later than 4 January 2013.

29 October 2012: The long awaited NPA 2012-17 on " Part-M General Aviation Task Force (Phase I)" has been published today on the EASA website. Please follow the link .

29 October 2012: The minutes of the EGU Executive Board of the 9th of October are available in the internal section.

28 October 2012: EASA has published today the New European Rules for Air Operations. Commission Regulation (EU) No 965/2012, which create harmonised requirements at the European level for commercial air transport operations of aeroplanes and helicopters. EASA has also published today the associated Acceptable Means of Compliance and Guidance Material, available as Decisions on the Agency website.

4 October 2012: The revised editions of Part-M and Part-145 have been published and can be purchased online from the EU Bookshop on the Technical Publications webpage. These updated versions include Amending Regulation 593/2012 as well as the latest Decisions. Again, the format is consolidated in such a way that each rule paragraph is followed by its Acceptable Means of Compliance (AMC) and Guidance Material (GM).

10 September 2012: A new version of the minutes of the Amsterdam Congress has been uploaded in the internal pages of the website. (The previous version contained some mistakes...).

24 February 2012: The EGU hold today a successful Workshop on Club Development. A zip file of the presentations given can be downloaded here.

8 February 2012: EGU has compiled short versions of the new regulations about licensing and medical containing only the regulations and the AMCs and GM related to the glider pilot licence which are shorter and easier to read than the original documents. Here they are: Part FCL for glider pilots and Part MED for glider pilots .

25 November 2011: The first 4 Annexes of the long awaited EU Regulation of pilot licences (containing Part-FCL, Part-MED, Conversion of national licences, Acceptance of third country licences) have been published today in the Official Journal of the EU. 22 September 2011: EASA issued yesterday the NPA 2011-16 about qualifications for flying in Instruments Meteorological Conditions including a proposal about cloud flying with gliders. The deadline for commenting is 23 December.

13 September 2011: In order to prepare the EASA Workshop on the application of Part M to General Aviation to be held on 27 October, EGU sent its comments.

3 September 2011: Our President has prepared an (unofficial) overview of the licensing project for gliding.

31 August 2011: The TRAN Committee has decided not to modify the EASA proposal of the Flight Crew Licensing rules. This means that the Parliament will soon adopt them formally as they are now.

28 August 2011: On Friday February 24th the EGU shall organise a workshop on marketing gliding, recruiting and keeping members and associated topics in Amsterdam at the same venue as the Congress which will take place on the adjacent week end (information to follow). EGU would like all members to share their views on this most important topic for gliding. The call for papers can be downloaded here.

26 May 2011: The Transport Committee of the European Parliament debated yesterday the draft FCL rules. A large majority was in favour of the project. We do therefore not expect the adoption of a motion to force the EASA Committee to re-consider the draft rules. The Parliament should therefore adopt soon the new FCL rules without any modification.

23 March 2011: EASA sent to the European Commission their Opinion about the regulation of the European Light Aircraft (ELA) and the proposed modifications of the modifications Part 21 and Part M regulations

24June 2010: EASA published yesterday the CRD for the Medical part of the NPA 2008-17 about Flight Crew Licensing. The most interesting document is the proposal for the new regulation which includes the medical fitness criteria for the Light Aircraft Pilot License (LAPL) . It can be downloaded here. The end of the consultation period is the 23.08.2010.

20 February 2010: In connection with the implementation of the Single European Sky (SES), Eurocontrol has received a mandate from the European Commission for the development of Standardized European Rules of the Air (SERA). The draft implementing rule is now being submitted for formal consultation by Eurocontrol. EGU will comment before the dealine (21 March 2010).

9 February 2010: The EGU has sent today a strong reaction to the EASA Pad 2010-010 about safety belts (see below).

2 February 2010 : Following our comments to the NPA 2008-22 on training Organisations the EGU has sent today a proposal to the EASA for a light Approved Training Organisation (ATO). Download the proposed IR and AMCs

15 January 2010: EASA published yesterday Pad 2010-010 about safety belts and torso restraint systems manufactured by authorised (E)TSO approval holders, having been maintained or repaired by maintenance organisations without holding approved maintenance data. EASA intends to prohibit their use. This is clearly unacceptable to the gliding movement.

10 January 2010 : The EGU has sent a letter to DG Flugzeugbau to tell them that their decision to oblige their customers to sign a service agreement is unfair to their customer.

15 December 2009 : On their website DG Flugzeugbau announce that they have updated all their manuals and that these manuals will be available exclusivly through a service agreement for the year 2010 which costs 245 Euros!

20 March 2009 : Eurocontrol issued sometimes ago ENPRM 08-2008 which is a consultation about Single European Sky mandate on surveillance performance and interoperability requirements. It is about mode S transponder ACAS etc. The dealine for sending comments is 8 April.

3 March 2009 :The EGU held its Congress during the last week end in Helsinki. 18 Members were present. Patrick Pauwels (Belgium) was elected as new President (See the composition of the new Board in the membership section). Thanks to the Finnish Aeronautical Association for their hospitality.

2 February 2009 : EASA has extended the consultation period for NPA 2008-22 "Authority and Organisation Requirements until 15 April 2009.

30 January 2009 : Today, EASA released NPA 2009-02 about Air Operations of Community Operators. The various parts of this document can be downloaded here. At first sight there should be nothing really affecting us.The deadline for sending comments is 30 May 2009.

18 January 2009 : Today, EASA released NPA 2009-01 about the Operational Suitability Certificate (OSC) which they wants to create for the purpose of demonstrating that an aircraft is suitable for its operational mission. We will have to comment this NPA because for light aircraft the type certificate should be sufficient to demonstrate this suitability.

14 December 2008 : The NPA on licensing is a heavy document and it is sometimes difficult to find the rules concerning gliding. Attached is a shorter version which contains only the parts related to our sport.

14 December 2008 : EASA published yesterday the AMCs for Part M. This was the missing link which was needed for implementing the latest version of Part M (and making it acceptable !). These AMC's are available here.

2 December 2008 : Following a number of requests from stakeholders, EASA has postponed the deadlines for answering the NPAs on Licensing, Authority and Organisation requirements to 28 February 2009.

1 November 2008 : Yesterday EASA published NPA 2008-22 on Authority and Organisation Requirements. The various parts of this document can be downloaded here. This document seems to be a killer for sport aviation since it has been written only from the perspective of regulating commercial/professional training schools for aeroplane licences. Comments should be provided before 31 January 2009.

28 October 2008 : The long awaited amendment of Part M and the according amendment of Part 21 have been adopted by the European Commission. Regulations 1056/2008 modifying CE 2042/2008 and 1057/2008 modifying CE1703/2003 will enter into force from 29.10.2008.The English version of these documents may be downloaded here:

31 March 2008 : EASA issued the NPA-2008-03 on "Licences for non-complex aircraft maintenance engineers". This NPA proposes the creation of a B3-ELA licence for the maintenance of ELA 1 aircraft (including sailplanes and powered sailplane). Comments may be sent before 28 June 2008.

19 March 2008 : The European Official Journal published today the new Basic Regulation 216/2008 replacing 1592/2002, The new regulation will enter into force in 20 days.

6 March 2008 : EASA Rulemaking published today the (long awaited) Comment Response Document CRD regarding Part M. (457 pages!). The deadline for comments is 6 May.

21 February 2008: Greece joins EGU and becomes our 24th member. Welcome to our Greek gliding friends!

31 January 2008: The European Council approved yesterday the new Civil Aviation Regulation which will replace Basic Regulation 1592. (see the attached press release). The amended Basic Regulation will be published in the Official Journal in the next couple of days and enter into force in about 20 days.

12 January 2008 : Following the meeting held with the stakeholders in March 2007, the European Commission has studied the General and Business aviation sector in Europe. They have quantified its value, identified the challenges that it is facing, and adopted an agenda.

6 December 2007: The European Parliament adopted yesterday the extension of EASA's competence on Licensing and Ops (second reading). The text of this legislation can be found hereunder.

11 January 2007 : The final version of the directive about the EC Driver license was published in the official Journal of the European Union. The Directive will come into force 19. January 2007.The rules and criteria for mass of the car and trailer stayed as agreed after the EAS and EGU inputs.

27 December 2006: Another good piece of news: EASA issued the Acceptable Means of Compliance (AMCs) for the installation of non certified equipment in a glider. Read the AMC for Part 21, the AMC for Part M and the explanations from our Technical Officer Jannes Neumann. Thanks to him and to all those who contributed to this achievement.

20 December 2006: EC Regulation 1794/2006 laying down a common charging scheme for air navigation services was issued. According to article 9 of this regulation all flights in all member states with aircraft below a MTOM of 2000 kg are exempted of any enroute charges. 28 March 2006: The European Council reached a political agreement on the issue of the driving licence directive. The good news is that with the usual category B licence we will still be able to tow trailer/car combinations with a total mass up to 3500 Kg. 6 March 2006: Our friend Fransois Van Haaff was awarded the Pirat Gehriger Diploma by the International Gliding Commission of the FAI. Nobody deserves this distinction more than Fransois, who was the first EGU President for many years and who is still our very active TO Airspace. Congratulations Fransois!

27 February 2006 : The EGU Congress was held during the past week end in Copenhagen. 17 out of 18 members were represented at this fruitful meeting. 24 February 2006 : The EASA set up a working group in charge of "developing a concept for the regulation of aircraft other than complex motor powered aircraft, used in non commercial activities". 22 February 2006 : EASA issued NPA 20/2005 which deals with a change to the AMC and GM (guideline material) of Part 21 and Part M to allow the installation of non-certified instruments (variometers, GPS, final glide computers etc) in gliders and powered gliders as "Standard Parts", i.e without an accompanying EASA Form 1. 30 January 2006: The Working Group Licensing and Medical met during the past week end in Hanover and worked out a proposal for the implementing rules to be submitted to the next EGU Congress

20 January 2006: Nominated by EAS Jannes Neumann, our TO Maintenance and Airworthiness, was appointed by EASA to join the EASA Task Group 21.023. This group has to draft an NPA on the definition and issuing of Permit to fly and restricted CoA and on a solution for the orphan aircraft problem.

19 November 2005: Our President was invited to give a presentation about the harmonization of regulation in aviation across Europe at the Swedish Gliding Conference in Skövde. The presentation is available here.

18 November 2005: At the annual EASA Industry Meeting held in Cologne, the EASA representatives confirmed that they will setup a workgroup in charge of reviewing all rulemaking concerning recreational and sport aviation (not only Part M but also licensing and operations).

15 November 2005: The European Commission published their communication COM 579 about the modification of the basic regulation 1592 extending the authority of EASA to Operations and Licensing. The Commission accepts the EASA proposal to create a recreational PPL and to give the possibility to delegate licensing matters to an assessment body which could be a Federation. The proposal to allow the assessment of medical fitness for recreational pilots by a general practitioner is also accepted. The full document can be downloaded here.

4/5 November 2005: An important workshop on Part M, jointly organized by Europe Airsports and EASA, was held in Cologne. During this meeting, all air sports complained about the complexity of the Part M and the increase in paperwork and costs which will result from its implementation. The EASA representatives promised to set up a working group in charge of reviewing Part M for recreational aviation. A comprehensive report about this meeting is available in the internal section.

2. November 2005: The EGU Airspace Working Group worked out an airspace survey paper describing the present situation about airspace in Europe.

23. June 2005: EASA issued NPA 07/2005 Part M amendment following Regulatory Impact Assessment. Europe Air Sports has set up a special task group in charge of answering this NPA . This group will be chaired by Jannes Neumann, EGU Technical Officer Maintenance.

20. June 2005: Europe Air Sports asked the European Commision DGTREN and EASA to amend the Annex II of Regulation 1592/2002 (List of aircraft exempted from EASA Rules). This proposal includes the EGU proposal on light sailplanes and powered sailplanes. The EAS proposal is available in the internal section.

5. June 2005: EGU worked out a position paper on light sailplanes and powered sailplanes with Maximum Take Off Mass of 300 kg (single seater) and 450 kg (two seater). EGU proposes to exclude them from EAS regulation and to keep them under national regulation.

1. May 2005: Most members of the EGU Bureau and some Delegates met in Saint Auban last week for an EGU Seminar (see the picture ). They worked hard every morning on regulatory issues (Part M, Definition of UL gliders, Airspace) and flew every afternoon. Excellent weather conditions allowed flights to the Mont Blanc and to the Matterhorn! This very successful seminar will most probably become annual...

9. April 2005: EUROCONTROL announced officially yesterday that they will not harmonize FL "Z". They confirmed that it will be up to each State to decide. Congratulations for this achievment to our Airspace Technical Committee and to all those who have worked hard.

7 March 2005: The EGU Technical Commission on Airspace prepared an answer to the Eurocontrol ENPRM/05-001 consultation about the new structure of the European Airspace (Single Sky Project). This answer will be sent via Europe Air Sports and is available here

6 March 2005: Rudi Schuegraf, Europe Air Sports Delegate at the EASA Safety Standard Consultation Committee, sent a report on their last SSCC meeting. This report, which contains important information about the calendar of the Rulemaking directorate, can be downloaded in the internal section.

1 March 2005: Herry Schoevers, Europe Air Sports Secretary General, sent a message from the EASA Advisory Board concerning the latest version of the EASA Fees & Charges Regulation. The document can be downloaded in the internal section.

28 February 2005: The EGU held its Congress last week end in Vienna. 15 Full Members and 2 Associate Members were represented. We were also honoured to have Sir John Allison, President of Europe Air Sports and Mr. Robert Henderson, President of the International Gliding Commission of the FAI, with us. 23 February 2005: The European Parliament voted on the Grosh Report about the new European Driver Licence. This new licence will allow towing a trailer, provided that the maximum authorised mass of the vehicle combination does not exceed 3,500 kg. If the driver follows a short training course, he will even be allowed to tow a trailer with a maximum authorised mass of the vehicle combination up to 4250 kg.

13 January 2005: Our President, together with Rudi Schuegraf and Michael Paul, both from EAS, met M.Frederic Knecht, leader of the RIA Part M Project team of Air Eurosafe, and M.Derek Done, the economical expert from Air EuroSafe, to express our concerns about the application of Part M to sporting aviation.

9 Jan.2005: The experts of the EGU Task Group on sailplane maintenance met in Frankfurt for a two days workshop. They worked out the EGU answer to the Regulatory Impact Assessment (RIA) about Part M as well as a common EGU view on maintenance. These documents will be submitted to the approval of the members as soon as they will be finalised.

17 Dec.2004: EASA submitted its Opinion on Air Operations and Pilot Proficiency to the European Commission and displayed the documentation on their website. All EGU members are kindly requested to study these documents which are important for our future.

10 Dec. 2004 : The EGU set up a task group for answering the EASA Regulatory Impact Assessment (RIA) on Part M (Maintenance). The answer will be finalized at a workshop to be held on 8 and 9 January 2005 in Frankfurt/Main. (See the documents in the internal section)

9 Dec. 2004 : The EGU Congress 2005 will take place in Vienna on 26 and 27 February 2005. The invitation and details on the venue can be found in the internal section.

28 Nov. 2004: Europe Airsports signed a contract with Michael Paul as Programme Manager for EAS. Michael is a well known German competition glider pilot and has a strong technical background. He will work in priority on the EAS answer to the EASA Part M Regulatory Impact Assessment (RIA). The EGU will provide financial assistance to EAS for this project.

19 Nov. 2004 : EGU transmitted its comments to the CRD 2/2004 about Licensing and Operations to EASA via Europe Air Sports.

18 Nov. 2004 : EGU represented the European Gliding movement at the 3rd EASA Industry Meeting held in Cologne. This was a very positive meeting. Here is a brief Report. More information can be found in the internal section.

8 Nov. 2004 : Following the Mainz Segelfliegertag, EGU received from M. Helmut FENDT a paper explaining the liberal LBA approach on the application of Part 21 to the installation of non certified instruments such as GPS and Variometers in Gliders. This letter is available in the internal section.

6 Nov. 2004 : Our President gave a presentation (in German) about EGU activities at the German Segelfliegertag in Mainz.

28 Sept. 2004 : EASA issued the Comment Response Document about licensing which can be downloaded on the EASA Website.

21 Sept. 2004 : EGU sent a comment to JAR NPA 3-21 because the JAR Medical Committee has decided that the minimum age for an applicant for a JAR license will be 15 Years. This would be a disaster in some countries where young glider pilots are allowed to start learning gliding and fly solo at 14 but must have a JAR medical. The comment has been accepted.

17 Sept. 2004 : EGU sent a comment to the Eurocontrol ENPRM04-005 consultation on the Draft SES Implementing Rule on a Common Charging Scheme for Air Navigation Services.

14 Sept. 2004 : Jannes Neumann (D) will replace Jan Eric Olsson as Technical Officer for Airworthiness and Maintenance. Jannes is an aeronautical engineer, coming from the Akaflieg Karlsruhe. He is working for the German Aero Club on similar technical issues.

27 Aug. 2004: We have the sad duty to inform our members that our friend Jan Eric Olsson passed away yesterday.Jan Eric was EGU Technical Officer for many years. He did a lot for the European gliding movement and we all must be grateful to him. The EGU expresses its condolences to his wife Ann Lis, to his family and to the Swedish Gliding Federation.
